Hansard is a substantially verbatim report of what is said in the County Assembly of Laikipia. Members’ words are recorded and then edited to remove repetitions and obvious mistakes without taking away the meaning. Hansard also sets out details of Divisions and reports decisions taken during a sitting.
A “rolling” version of Hansard is published online in instalments during sitting days, with the printed record of a day’s sitting becoming available, alongside an online version. The Hansard Department records, transcribes, reports and archives every debate of Assembly sittings. The operations and day-to-day duties of the Hansard is a replica of that from the Kenya National Assembly that is within the mandate of providing information for public dispensation.
According to article 35 of the constitution, any member of the public has the right to access such information which is a report on deliberations on matters affecting the public.
