Hon. Patrick Waigwa Biliha is the Second Speaker of the County Assembly of Laikipia sworn in on 7th September 2017 after being voted with a majority vote in the first round garnering 20 votes against his opponent`s four votes. Born and Brought in Nanyuki in 1981 but later shifted to Matanya where he started his primary school and proceed to Tambach High school. He holds a Bachelor`s degree in environmental studies from Maseno University. He has others courses which he pursued in his line of duty being a former Education Officer and as well Deputy Community Manager at Olpejeta Conservancy.
At the University Christian Union he held various leadership positions including being appointed as Director of Maseno Christian Union Class fellowship ministry and later as Director Brother`s Ministry Respectively. In his different years of study in the University, he was elected as Organizing Secretary for Central Evangelistic team and later as a Mission Co-ordinator. Due to his understanding of Laws, he was also appointed as a member of the Constitution Review Committee.
The various leadership positions he has served in his different levels of life, has earned him a wealth of experience to handle the political environment and ability to guide member in balancing their political and work lives. The former CEO of Laikipia ward development fund vision is to steer Laikipia County assembly into making bold decisions as it conducts its legislative and oversight roles without external interference.
As the head of the Legislative Arm, he aims at empowering members of County Assembly and staff to effectively discharge their duties well and have an assembly that will pass relevant legislative laws that will help the common mwananchi in order to promote people`s lives.
